First, compare what they do
The Department of Energy describes fans as creating air movement that helps people feel cooler. An air conditioner removes heat from the space and can also remove moisture. A low electricity cost does not make a fan an equivalent replacement for cooling a hot room.
Use comfort and suitability as the first filter. The calculation below is a cost comparison of hypothetical inputs, not advice that everyone should replace an AC with a fan.
One transparent cost example
Assume a fan draws a steady 50 watts and an AC averages 600 watts. Each operates eight hours a day on 30 days at $0.18/kWh.

Running both at unchanged inputs costs more than running the AC alone. Any combined-use saving needs a reduction in the AC’s measured energy consumption; it should not be assumed merely because a fan is present.
Find the threshold in your own scenario
In this example the fan adds 12 kWh per month. The combination would break even on electricity if AC consumption fell by 12 kWh, from 144 to 132 kWh. A larger reduction would produce an energy saving; a smaller one would not.
This is a useful way to evaluate your own measurements without claiming a universal percentage. Compare periods with reasonably similar weather and occupancy, and note when the conditions differ.
Avoid a misleading comparison
Do not compare a fan’s low-speed rating with an AC measurement taken on an exceptionally hot afternoon and call it a typical monthly saving. Use representative average consumption and clearly state the hours of operation.
If neither arrangement keeps the space suitable for you, prioritize adequate cooling and seek appropriate guidance for the conditions. A bill calculation can support a comfort decision; it cannot determine what indoor conditions are safe for a particular person.
